South Truckee Meadows / Washoe Valley Citizen’s Advisory Board (STMWVCAB) Meeting Was Thursday January 14, 2016

On Thursday evening, several of us attended our first South Truckee Meadows / Washoe Valley Citizen’s Advisory Board (CAB) meeting. The item that had received our attention was the TMWA Mt. Rose Fan Water Treatment Plant. The purpose of this ‘plant’ is to provide treated stream water into the aquifer under the Mount Rose ‘fan.’ Water levels for some private wells have dropped forty (40) feet and private well owners need some relief. This effort is complicated by the large number of earth faults in this area.

The meeting was called to order promptly at 6:00 PM. The meeting is conducted under very specific rules and guidance, furnished as part of the agenda. Following the Pledge of Allegiance was public comment on any subject for 3 miutes per speaker. This period is open forum about topics both on and off the agenda. That was followed by approval of the night’s agenda and minutes from the 10 December CAB meeting. Following that was a topic for ‘Public Official Reports.’ Bob Lucey, the County Commissioner for our area, was unavailable. So, Sarah Tone, Office of the County Manager, Constituent Services, announced that Mr. Lucey is the new Vice Chair of the County commissioners (his term extends to 2019).

That presentation was followed by Fire Chief Charles Moore who then spoke about a need to modify the franchise agreement between REMSA and Washoe County. It turns out that the Southern, and rural, portions of Washoe County are poorly covered by REMSA. It can take up to an hour for an ambulance to show up in Washoe Valley. Whereas the Fire Department is just minutes away with appropriate care and transportation. He requested the audience, there were about 70 people present, contact the commissioners and assist in getting the franchise agreement modified. On a slightly different topic, he stated that our fire response rating, which effects our homeowners policies, had recently been upgraded from a ISO category 5 to a category 3. So, renewals should reflect this improvement in fire coverage, lowering premiums. If you do not have category 3 represented on your home fire insurance policy, if your agent can’t find the upgraded information, contact Chief Moore (at cmoore@tmfpd.us or 775-328-6123) to obtain a letter. This update was followed by Development Projects.

The primary project on the agenda was the development project for TMWA Mt. Rose Water Treatment Plant. TMWA did an excellent job of presenting their plan. It involves extracting 1 to 4 million gallons from White’s and Thomas Creeks, processing the water and pumping it into the aquifer during the spring and early summer, depending on flow rates. A new bridge will be constructed for Callahan road over White’s creek and one of the extraction points will be beneath the bridge. One of the major factors governing how much water can be extracted, are the water rights owned by people below the extraction points. The Truckee River Water Master will be monitoring the plant activities to ensure those rights are sustained. There was a lot of community input on this topic, both from well owners and from home owners. Well owners were concerned about how soon they can get water back to a reasonable level without drilling. The property/ homeowners were interested in the potential for increased traffic and structural appearance of the processing facility. It turns out that there are over 900 approved housing units yet to be built on ‘The Fan’ as water is running in short supply. The CAB voted to recommend the plans for the plant to proceed forward.

There were three additional topics of discussion. One for a new Cell Phone tower up towards Mt. Rose (no help for ArrowCreek cells), one for a planning use variance (this would allow a contractor to perform periodic integration of a large product on his existing property), and then a discussion of a plan by a homeowner to install an 18 foot high waterfall grotto on a 4′ birm in his back yard.

The meeting was orderly, professional and provided a different view of the broader community in which we reside.

ArrowCreek411 is celebrating the new year 2016 by tweaking the look of the website a bit based on reader feedback.

The Recent Comments have been moved up the right-hand column to just under Blog Statistics. The Top Posts and Pages have been moved to be just underneath the Recent Comments. Then the Search Box is moved to be under the Top Posts and Pages. Next is the Contact Information. All the Links are still there on the right – they are just further down the page.

Clubs’ use of environmental tax breaks is full of holes, government says

Curtis Richardson doesn’t play much golf these days. But there he was, tramping through the rough and scrutinizing each hole at courses along the North Carolina coast.

The director of the Duke University Wetland Center was collecting soil and water samples for a client he never expected: The Internal Revenue Service.

The IRS has been battling wealthy landowners, including golf clubs, over an environmental incentive that lets taxpayers deduct sums well into the millions. In the North Carolina case, the government hired Mr. Richardson to challenge a claim by two St. James Plantation courses to score nearly $8 million in conservation-related tax breaks.

A Notice from the ArrowCreek HOA about Snow Removal

Dear ACHOA Members:

The winter weather is upon us and significant temperature changes are impacting all of the roads in our community. Melting during the day and freezing at night which means we need to be extra careful when driving our roads. The ACHOA Facilities and Security staff are committed to your safety when driving our roads during snow storms. There is a very aggressive snow removal plan in place for the ACHOA and it is updated and reviewed by staff every year.

During the recent Christmas Eve storm, the ACHOA Facilities staff and Security staff were very busy coordinating snow removal activities for walking paths and the almost 29 miles of roads with the ACHOA’s vendor Q&D. ACHOA facilities staff worked all day on Christmas day eve removing snow. Q&D started snow removal at 7:50 am and finished around midnight on December 24, 2015. Q&D came back on the job at noon on Christmas Day and they were on the property doing snow removal and sanding roads until 9:00pm.

There were several incidents during the recent storms where ACHOA members slid off the road. The common reported element for all those that went off the road was too much speed. In fact, the individual that ran over one of the ACHOA benches admitted to driving too fast and looking at her cell phone as she was trying to find an ACHOA resident’s address. It has been a while since we have received this much snow and the roads can and will develop ice as thawing and freezing takes place. Follow the speed limit and drive with care.

The ACHOA Facilities and Security staff along with Q&D provided timely and excellent service concerning our first significant snow event of the year. Lessons are always learned from these events, the snow removal staff is always committed to improving their service to the ACHOA community.

Please remember to contact Security @ 775-850-4450 24/7 if you ever have a question during a snow event since the Security office is the snow removal headquarters and are in direct contact with snow removal crews.

Status of TMWA Plan for Groundwater Sustainability on the Mt. Rose Fan

Here is an update of the Status of the Truckee Meadows Water Authority (TMWA) Plan for Groundwater Sustainability on the Mt. Rose Fan on the TMWA website.

Truckee Meadows Water Authority (TMWA) is continuing to work on enhancing the groundwater resources in the Mt. Rose and Galena Fan area. Due to the dependence on groundwater and the continued decline in water levels — aggravated by the ongoing drought — it is necessary to provide supplemental sources of supply for the water systems located on the upper Mt. Rose and Galena fan areas. These water systems include those serving the Arrowcreek, Saddlehorn, Government Lots, Callahan Ranch, Fawn Lane, Montreux, Galena Forest and St. James’s Village neighborhoods. These areas currently rely on groundwater wells for 100 percent of their water supply, and the drought situation has severely limited the amount of natural recharge to local aquifers.

As reported in a letter sent to area residents in July, TMWA is implementing a $7.8 million groundwater sustainability plan for the area. The plan consists of three projects which will deliver limited amounts of treated surface water from the Truckee River to the area to replenish wells:

  • Arrowcreek/Mt. Rose Conjunctive-Use Facilities, in service January 2016
  • Expanded Conjunctive-Use Facilities/Aquifer Storage and Recovery Program, scheduled to be constructed in 2016-2017
  • South Truckee Meadows General Improvement District (STMGID) Conjunctive-Use Facilities, scheduled to be constructed in 2017-2018

These projects will allow TMWA to expand its Aquifer Storage and Recovery Program (ASR), which injects treated surface water into the aquifer when our wells are not in use. The more water we recharge and store during the off-peak season, the less we will have to rely on local groundwater alone. It’s like money in the bank. It should also be noted that these facility improvements are included in TMWA’s existing budget and will not affect customer rates.

The projects mentioned above, however, will not be sufficient to restore the groundwater resource. In order to provide for the long-term sustainability of the local groundwater aquifer, TMWA is also planning to construct a small (8,800 square foot) water treatment plant (WTP) off of Whites and Thomas Creeks. The location of the proposed water treatment plant is within the Monte Vista subdivision, on the north side of Whites Creek, adjacent to Callahan Road as shown in the map below. When adequate creek flows are available, a portion of the flow will be diverted to the WTP, and sufficient flows will remain in both creeks to maintain wildlife and habitat needs, as well as downstream irrigation requirements.

By expanding our ASR Program, and supplementing the limited water supplies from the Truckee River with creek water, TMWA’s goal is to actually pump less groundwater from the Mt. Rose and Galena fan aquifer than we do today.

The WTP project will be vetted through various permitting agencies and Washoe County’s Special Use Permit (SUP) process. Review meetings have been scheduled for the following dates and times:

South Truckee Meadows / Washoe Valley Citizen’s Advisory Board: Thursday January 14, 2016, 6:00 p.m. at the South Valleys Library located at 15650A Wedge Parkway, Reno.

Washoe County Board of Adjustment: Thursday, February 4, 2016, 1:30 p.m. at the County Commission Chambers, 1001 E. 9th Street, Building A, 1st Floor, Reno.

ArrowCreek Club Committee Due Diligence Released

The cancellation of the ArrowCreek Community vote on the purchase of 475 acres of land under the golf courses of The Club at ArrowCreek from the FOA still stands. However, the ArrowCreek Club Committee Chairperson, Rich Kenny, has released the enclosed document so the ArrowCreek Community can see the committee’s due diligence work and point of view toward the purchase of the golf course land and arrangements between the FOA and HOA.

Sometimes a simple typo can lead to a Christmas miracle.

60 years ago, a local Sears store in Colorado Springs ran a dial Santa ad. Except the number was a misprint. Instead of listing the number for Sears’ Santa hotline, it posted the number for the Continental Air Defense Command center.

On Christmas Eve 1955, Colonel Harry Shoup began receiving calls from kids asking to speak with Santa Claus. Shoup worked at the operations department for the air defense center, now known as NORAD, so the call must have come as a bit of a surprise.

Instead of telling the kids that they dialed the wrong number, Shoup said that he wasn’t Santa Claus but he could track him on radar. All night, Shoup and his team fielded calls, giving kids details about Santa’s location as he and his reindeer flew through the sky to deliver gifts to children.

A tradition was born, and NORAD has opened up its phone lines for its annual Santa Tracker ever since. Last year, hundreds of volunteers, including many NORAD employees and Michelle Obama, fielded 135,000 calls from 234 countries. That’s 40 calls per volunteer per hour.

December 21 2015 FACT Update From the Washoe County Assessor Records

Here are December UPDATED ‘FACTS’ from the Washoe County Assessor Records since the Nov 22, 2015 ArrowCreek411 posting FACT Update From the Washoe County Assessor Records for those who continue to believe that property on the golf course is worth 28% more than property NOT on the golf course, here are the FACTS:

  1. ArrowCreek properties continue to sell at a premium to those in the Truckee Meadows as previously reported in our November 2015 update.

    a.) Eighty-eight (88) properties were recorded sold in ArrowCreek between 17 December 2014 and 11 December 2015 or 8.1% of ArrowCreek properties changes hands this past year (This according to the Washoe County Assessor).

    b.) Twenty-five (25) of those properties were on the golf course (the property boundaries actually touch the golf course, not just have a ‘view’ of it). Twenty-one (21) of those were homes with an average selling price of $229.71 per square foot. A hefty $5.56 per square foot decrease over November’s value. No additional vacant lots were sold and the average selling price of $207,104.47 per acre remained constant.

    c.) Sixty-three (63) properties sold that are not connected to the golf course. Forty-nine (49) of those properties were homes with an average selling price of $233.75 per square foot. This represents a further decline of $2.17 per square foot from the November report. Fourteen (14) properties were vacant lots with and average selling price of $152,954.25 per acre, an increase of $5,054 per acre ( or 3.4%) over the November value.

    d.) Homes that do not have a boundary with the golf course continue to sell at a premium and appear to be more stable than those on the Golf course. Both values appear to be following the market where upper end home values are trending downward or stay on the market an extra-long period of time.

    e.) There was one lot sold but a premium remains if the lot has a common boundary with the golf course. This value between the two categories in general, appears to be following market trends.

    f.) The trends for our property values indicate that over the past seven months of tracking, the values of homes off the golf course are fairly stable, although trending down, with the gap between homes on the course and off the course again showing an increased margin. Note, however, that both values are clearly above what they were when we started tracking the values back in May.

  3. With the ACHOA Board and Friends of ArrowCreek (FOA) LLC proposal withdrawn, it will be interesting to see if there’s any effect on the property values.

With the proposal to acquire the golf course withdrawn by mutual agreement, let’s focus our energy on improving the amenities we currently have and expand those amenities, by using our already available acreage and funding.

If you wish to support The Club at ArrowCreek, you’re urged to become a either a full golf or social member. In addition, the FOA LLC is certainly open to new investors.
