Sparks D’Andrea Golf Clubhouse Total Loss

Sparks firefighters responded to a structure fire at D’Andrea Golf Club at 2:24 a.m. Wednesday morning after a local resident called 911 on a report of fire coming from the clubhouse, as reported by The online Reno Gazette Journal.

At 6:51 a.m., Sparks PIO Bob King said firefighters still were working to put out several hotspots at the scene. The clubhouse, one of the largest structure fires in Sparks in the past 21 years, is considered a total loss.

“We received a 911 call from a local resident,” King said. “They looked and saw smoke from the vacant clubhouse … and saw a possible structure fire. When we got on scene, we saw the building was fully charged with smoke and we tried to give an internal attack, went around and had to pull back quickly.”

King said the fire broke through the ceiling quickly, which eventually collapsed.

He also said the fire department has accessed video surveillance from one of the nearby houses that show four males and two females either walking toward the clubhouse or running away from it, but it was difficult to determine their level of involvement with the scene.

“It probably was human-caused,” he said.

There were no injuries at the scene, he said.

The Sparks Fire Department did use all its resources to attack the fire, including 23 personnel, and called in mutual aid from Truckee Meadows Fire Protection District and the Reno Fire Department to ensure the city of Sparks continued to have coverage elsewhere.

“We used tons of water (to fight this fire),” King said. “The building was totally engulfed.”

SAN JOSE — San Jose’s two newest golf courses are likely to remain money-losers for years to come, according to a new city audit that cited their high debt costs and the game’s fading popularity and suggested selling all or part of one or turning some links into soccer, softball or baseball fields.

San Jose built the two courses, Rancho del Pueblo and Los Lagos, early last decade amid bullish predictions about the sport’s growth. But they’ve never earned enough to cover operating and debt costs, draining more than $2 million from the city each year to subsidize them. SJM-GOLF

The audit, which the City Council will consider next month, is renewing cries at City Hall to explore other options.

“We have these courses open, but very few people play in them and we can’t be subsidizing them forever,” said Councilman Tam Nguyen, whose district includes the money-losing Los Lagos course, which opened in 2002.

But the city’s golf courses also have their defenders who argue they provide affordable access to the sport.

Longtime golfer Bill Hubka, 76, said losing some of the city’s links would drive golfers to play out of town and will hurt numerous local tournament groups.

“I think that is a real loss for the city and a tremendous step backward,” Hubka said. “Golf was very popular many years ago; now it’s not as popular, but it doesn’t mean it won’t be popular again.”

The audit shows the city subsidized its golf courses with $2.2 million last
year, to cover operating losses and debt. That number is expected to reach $2.6 million this year. The city owns three courses: Los Lagos, Rancho del Pueblo and San Jose Municipal Golf Course. But only San Jose Muni, which opened in 1968 and has no remaining debt costs, is making money — about $400,000 a year — for the city.

The other two have seen revenues drop dramatically as golf play decreased by 28 percent at the 180-acre, 18-hole Los Lagos, and 42 percent for Rancho del Pueblo, which has nine holes spanning 31 acres.

Both golf courses are losing about $300,000 a year, and face a mountain of debt — $18.3 million for Los Lagos and $4.5 million for Rancho del Pueblo.

That means City Hall is going to have to make some tough decisions about the future of its public golf courses. The auditor’s report outlines a few choices: The city could sell a portion of the golf course lands to
pay off their debt, reconfigure the land for a soccer, softball or baseball fields, or keep all three courses open and try to reduce annual losses by boosting usage.

But Los Lagos would need to grow usage by 60 percent and Rancho by 140 percent to fully cover operating losses and debt service, the report said.

That seems unlikely given the competition from at least 23 other golf courses within 25 miles of downtown San Jose and a nationwide decline in golf play, the auditor said.

That’s why Councilman Nguyen supports eliminating one. He said converting part of the land into a soccer, softball or baseball field satisfies a growing need for more sports fields, though the report says it would
require one-time conversion costs.

“We must make good use of the land to accommodate more people,” Nguyen said. “It’s better to have more people benefit from the land instead of so few people.”

Councilman Donald Rocha, whose children are involved with softball, soccer and other youth sports, said there’s a shortage of fields and complexes for games. But he’s not convinced the embattled golf courses are the right spots. He said Rancho del Pueblo would be “my last choice” for field conversion.

A Synopsis of Oct 26 ACCC Meeting

The ArrowCreek Club Committee convened at 2:04 PM PDT, 26 October 2015. It was called to order by Rich Kenny and members present were Sam Fox, Paul Burkett, Robin Rakusin and Charley Dickinson, along with ~30 residents.

There were three items on their agenda, not furnished to the public, that were (1) The proposed ACHOA Budget with golf additions; (2) The proposed revised schedule of activities and (3) Status of the banking discussions.

Item 1 was begun with recognition of the contributions of Gary Smith, who resigned with a disagreement over the direction of the committee and is currently in Arizona, per Rich Kenny. This kicked off (AC 2016 DRAFT SUMMARY BUDGET For Owner Review) the budget discussion as Gary had recommended a $2.00 increase to the reserve assessment. That assessment only covers Bridge Maintenance inspections and Engineering golf course tunnel inspections. It did not/does not cover the reserves for replacement of irrigation water pipes 2 inches or larger on the proposed owned land. The committee discussed the reserve contributions and decided that $2.00 was the correct amount and IF the reserves were to fall short, excess funds from Fy’15 to be transferred to reserves to make up any shortfall, per Ms. Rakusin. So, the committee tentatively settled on a property owner fee increase of $27.00, additional components of which will be discussed in item 3.

Item 2. Rich Kenny presented a revised schedule, that he said had ACHOA Board approval (since no Board meeting was held to discuss this it came as a surprise). The Committee’s plan (All dates are ‘targets’ as dependencies were not acknowledged) :

23 November 2015 –
Send Information Packet to Property Owners: Packet to consist of DRAFT CC&R’s, DRAFT Bylaws, Updated LOI, Cost estimates, DRAFT contract with the FOA LLC, DRAFT Lease agreement with the FOA LLC, Reserve Study, DRAFT ACHOA budget with golf property additions, and possibly a summary of all this material. There was lots of discussion on this topic and it was declared that a ‘Special’ ACHOA Board meeting would be called to approve all of this draft material for release to the property owners.

1 thru 10 December –
Informational meetings to be held at the residents center. The Communications Committee had provided a motion to the Board that these not be held until after 1 January as holidays and absent owners might not be able to participate. Mr. Burkett stated that “The Board had denied that schedule and moved it to December.” Further, the Board had decided that the meetings would be presentation style, versus the Communications Committee proposal to have at least one be a debate format. Presentations will be allowed from the ACHOA, FOA LLC, APG, CNA and any other group that qualifies (to qualify, the criteria will be sent by e-mail blst from Associa today, 27 October). The presentations will be followed by a Q&A session.

15 December –
Ballots to be shipped to Property Owners: Discussion of the ‘ballot’ entailed w o get it to owners who are away for the holidays/winter season and the number of propositions. From the committee discussion there will be at least three propositions, all of which either have to pass or they fail. This led to a discussion of the need for some guidance on filling out the ballot along with the ‘Pro’s & Con’s’ material with appropriate rebuttals.

Additionally, there was a discussion of ‘how many ballots would be needed to begin a count.’ Mr. Burkett was under the mistaken idea that only 545 votes would be need for passage. Ms. Rakusin and Mr. Duncan chimed in that the number is 547 based upon the current version of the CC&Rs, 547 it is. Sam Fox then spoke up and mentioned that once 800 ballots are received, the ACHOA would call for a count of the ballots, and if there were no clear winner, re-solicit for additional ballots from those who had yet to vote. It was agreed that opponents would be notified of who was receiving this ‘second chance’ and would be party to the solicitation.

Again this is a tentative schedule that it’s not clear who’s pushing this so hard.

Item 3. Status of Banking/ Loan discussions: Sam Fox said that they have contacted three different banking firms and received one package back. Interest rates are running from 4.75% to 5.75%d he feels they’ll be able to negotiate a loan package of 4.5% (which is the figure the Committee has been using in its presentations to the community. There was a lot of discussion between Sam and Bob Kirtley as to the actual costs of the loan and the need for those to be part of the documentation package sent to Property Owners.

At the end of their exchange, it was not clear if the loan amount contains all of the bank charges or not.

It was also brought out that the loan is a ‘Commercial Loan’ not a ‘Real Estate Loan.’ That then led to a discussion of placing liens on our individual properties, per the draft CC&R Article IX. Fox and Burkett then chimed in that NO there would not be liens placed on individual property but it would be placed on ‘Common Property.’

The meeting wrapped up around 3:25 PM PDT.

The next meeting of significance is the Governing Documents Committee meeting tomorrow, 28 October at the Associa offices, from 2:00 to 5:00.

Big Effluent Water Leak at Golf Course Driveway!

Just called Security! There is a major effluent water leak by the golf course driveway entrance which has foaming effluent water running down ArrowCreek Parkway swales. Hope it gets fixed really soon! That’s a violation of our effluent water permit.

Boomtown Industrial – the proposed 885,000 SF Industrial / Manufacturing building just north of Cabela’s has been approved by the Planning Commission.  The length of a small airfield, Dermody properties will purchase and develop the project after all entitlements are in place.  Dermody are good people, which is some consolation.

Meridian 120 – Meridian 120 is the residential portion of the Boomtown project west of the industrial property.  It has been submitted a Special Use Permit and some minor annexations, and is projected to be 273 single family units.

West Meadow Estates – West Meadows has also submitted their SUP for 324 single family units.  Like Meridian, the project is likely be be sold a Lennar type after entitlements are in place.
