ArrowCreek Art Guild Helps Defeat Giant Sign

Emma sent out an email to fellow ArrowCreek Art Guild members to help defeat Summit Shopping Center from installing a huge 71′ (part digital) sign. Several members joined in the effort led by Scenic Nevada to write letters, write emails and attend the Reno city council meeting.

The sign is not allowed. Yea!

Reno City Council Denies Giant Sign

What: Reno City Council Public Hearing
When: Wednesday, February 11, starting at 6 p.m.
Where: Council Chambers, City Hall, 1 East First St.The date for a public hearing on the big, bright digital sign proposed for Summit Sierra shopping center in south Reno was changed to February 11. Mall officials asked for the two week delay because of a scheduling conflict. The city and Scenic Nevada agreed to bump the public hearing, originally scheduled January 28, to the next city council meeting.
 
At the appeal hearing in February Scenic Nevada will ask the city council to overturn the decision made last month by the city’s planning commission in a 3-2 vote, narrowly approving the mall’s sign.
 
Join us at the hearing to defeat this request AND click here now to send a letter to the city council. Showing up for the hearing will make an impression on the new city council and your letters are extremely important to demonstrate your opposition.  The city council’s decision is final. 

Needless Visual Intrusion

If approved, the digital sign will flash rotating advertising specials for various tenants in the mall towards drivers traveling either direction on Interstate 580. The ads would flip every 10 seconds until 11 p.m. and every 30 minutes from 11 p.m. to 6 a.m.

The digital portion of the 71-foot-tall sign will function and be regulated as a digital billboard, but both city staff and Summit insist it isn’t one because it would advertise on-premise mall tenants only. Digital billboard or not, it won’t fit with the natural open spaces, mountain views and dark skies prized by area residents and visitors.

Twisted Logic

Initially staff gave a thumbs down on the digital sign (read the first report), but later reversed its recommendation. Summit officials said up to five digital billboards are allowed on the 56 acre site, but they will agree to prohibit them, if Reno grants a permit for the digital sign along the freeway. (Read the follow up report).

Scenic Nevada has consistently objected to the twisted logic used by city staff and Summit to justify allowing the digital sign – accept one incompatible sign to prevent more incompatible signs.
 
Also, it’s ironic that halting the spread of digital billboards in south Reno is driving staff’s approval. New billboard construction was prohibited by the voters in 2000, but the city has not enforced the ban. Scenic Nevada sued when the city passed a new law allowing electronic billboards in violation of the people’s vote.  A moratorium on these signs is in place until our lawsuit against the city is resolved.

ACHOA Meeting Times Are Not Convenient

Since we had a post from retired senior citizens and then from the non-ArrowCreek Reno person, it is time for a short message from one of the ArrowCreek families with young children. So here is a recent note:

“It seems like all of the board and golf meeting times prevent people who have children from really attending. These are the people that can least afford for this thing to happen and they are the ones least informed.”

A Reno [Non-ArrowCreek] Point of View

I have personally talked to Reno Planning about converting the Somersett Golf and Country Club into an infill housing project. They were ecstatic about the idea. They view golf courses as an almost sinful waste of space and water resources. Infill housing within an existing Fire and Police service area with water and sewer infrastructure already in place is a no brainer, and the property tax bump would be enormous.

ArrowCreek has some difference, mainly due to water ownership. The golf courses currently purchase “purple pipe” water for irrigation purposes, and the County needs a place to dump their excess gray water. I suspect that Washoe will view infill development on the golf course (or courses) much as Reno does – a revenue boon within an already served service area. The barriers to infill development are being grossly overstated, and you best believe Toll Brothers and the like are already looking at it at ArrowCreek.

In my opinion, any golf option at ArrowCreek will ultimately fail. So the decision comes down to if you as residents want to control what happens to the closed golf course(s), or let market forces dictate the outcome. Buy it, control it, and close it is the best option for the HOA.

A Senior Perspective

After much thought, here is a brief statement of our position. Since we are retired senior citizens, not golfers, this may be of a different perspective.

Before purchasing our home, we spent several weeks looking over the housing selection in Reno, looking for a place with serenity, good neighbors, well maintained neighborhoods and good security. We found Arrow Creek to be a perfect place for us to down size and settle. The Golf courses provided a beautiful back drop, and the views were fantastic. At first, we felt that the ACHOA dues were excessive, but when we learned that the dues included a residents center with all the special features, we felt that, although we wouldn’t be using many of them, the fees were justified. This community has it all! A great Residents Center, well maintained streets and landscaping, great security, and a huge plus, Great views of the City and Mountains. Plus, if you wanted to play golf, you could at a reasonable extra charge. This is truly a great “Residential Community.”

This new situation of the ACHOA potentially purchasing the golf courses (The Club at Arrow Creek), is causing much unnecessary stress for all of us. The serenity we were seeking is rapidly vanishing. It seems that everyone here is just waiting for the other shoe to drop.

Now with the Golf Club being acquired by the Friends of Arrow Creek, we are being asked to purchase the Golf Course and all its facilities and liabilities, give up our exclusive Residents Center and pay an additional mandatory fee ( estimated to initially be round $99. a month). As far as expenses go, the potential $99 rise in HOA fees seems to be just the beginning. We are sure that, as times goes on, there will be additional assessments for future improvements. This just doesn’t seem right, giving up something for an additional cost so we will have a “Residential Community” which we already have. Being forced to participate and the 50% plus one vote seems unfair and un-democratic.

We don’t have anything against golfers or golf courses. We like living here in a golf community and we wish the new owners of the Club the very best. We just don’t want to purchase the courses at this time in our lives. When we retired, we downsized, and ceased risky investments. We are not Gamblers either so we aren’t interested in buying a Casino.

If the vote comes up to purchase the golf course at a mandatory fee to all ACHOA members, we will probably and reluctantly find another place to live.

Obviously, the bankruptcy in 2014 didn’t “clean the slate” at all….think “water bill” if you need help.

This 2014/2015 mess doesn’t look any better than the 2008 mess.

2008 (+7 years) -> 2015 (+ 7 years) -> 2022

So, I wonder where we’ll be in 2022?

What, if anything, is being done differently now, or should be done differently now, to avoid going through it again in a few years?

I am involved in starting an Arrowcreek Garden Club. We are setting up a
lecture by a Moana horticulturist in March. At the request of the committee, I
am trying to gather emails for people who would like to be informed of our
activities. We are in the infant stage but intend to continue to sponsor
programs, garden tours and community activities as we develop.

The ArrowCreek HOA (ACHOA) legal counsel has addressed three formal complaints from ACHOA homeowners in Item 3a on the February 24th 2015 agenda for the ACHOA Board meeting.

i. Whether the proposed amendment to convert the corporation from non-profit to for-profit violates Article IX;
