Roger Sheppard Statement

I am Roger D. Sheppard running for the Board of Directors, BoD, of the ArrowCreek HOA. I want to make it clear that the nasty postcards you have received from the “Better Friends of ArrowCreek” did not originate, or have approval of the CNA slate of Ron Duncan, Carlos Mejia Jr. or myself. The anonymous post card’s message has hurt all the candidates, whether it is the Joyce Seelen, John Krisch, Alan Liebman and Robin Rakusin slate or the Ron Duncan, Carlos Mejia Jr and Roger Sheppard slate. This is disturbing because these post cards do not represent either side’s positions, in my opinion. To my knowledge, I have no evidence that the incumbent board members running for re-election and Robin currently support the idea of reviving the purchase of the FOA by the HOA. Likewise, the CNA side does not support the rhetoric of untruthful statements by the anonymous post cards and whoever the backers of this are. The FOA (Golf and the Club) and the HOA are inexorably tied together in a symbiotic way to make the ArrowCreek Community the best it can be. Please, for the sake of both sides, reject these post card messages. They are not supported by either slate of candidates and have only served to divide the ArrowCreek Community further.

ACHOA Management Company Responds to BFoA Post Cards Via Email

Robin Rakusin sent out the following posting on Nextdoor.com this afternoon. Since the remarks were not a general email to all email addresses that the ArrowCreek ACHOA has (at least none of our email boxes received it), here is the Management concurrence of inaccurate statements on the “Better Friends of Arrowcreek” post cards received by ArrowCreek residents for those readers not on Nextdoor.com – We already warned of the inaccuracies of the BFoA post cards on this website:

Thought you would all like to see what the ACHOA property manager wrote in an email about the postcards:

“Thank you for your below inquiry. You are correct that the information on the postcard you received is not accurate, and is false as written. The information was sent anonymously. It is unfortunate that a homeowner would send such information.

To confirm, there are no discussions of any kind with The Club at ArrowCreek or FOA to acquire any part of the golf course or club. There is no discussion of an increase in fees to fund The Club at ArrowCreek or otherwise. The full board of 7 acts as a collective group when making HOA decisions. All decisions must be made at a board meeting with actions noticed on an agenda and sent to every owner. The board meeting minutes, as well as all the monthly financial reports and audits, are posted on the http://www.arrowcreek-hoa.com website for full disclosure to all members. Hopefully that will speak for itself

Pedestrians walking the city, people sitting at benches, sitting on their front steps, people mingling at street corners, so many people. A story behind each of their lives. A story in the midst of their lives. And a moving epilogue of a life’s long tragicomedy written in every expressionless expression.

We can’t ever know the full extent that others are fighting their battles. And there’s some background sense that nobody but the individual and perhaps a Higher Power can understand each discrete and authentic existence in effect…

ArrowCreek Elections 2016

All ArrowCreek Board candidates believe they are qualified to fill the available positions and guide the future of the ArrowCreek community into a “Best in Class.” There have been postings, flyers, mailers, and verbal communications which have stated or implied various candidate positions which may not be correct. Allegations, innuendos, polarized websites and harsh statements reflect the division of attitudes within ArrowCreek. There are basically two groups of candidates; one group is made up of golf club members and the second is a group of non-club members.

The passion for each group runs deep and as a result some homeowners have chosen to demonstrate their individual freedom of speech and voice their personal opinions which may be independent of their respective candidates’ position. This has created confusion, distrust and editorials questioning candidates’ integrity, most of which do not deserve a response. To make it clear, we had no influence over the BFA post cards. The question at hand is – which candidates will provide the viable leadership for ArrowCreek’s future? The past ArrowCreek election demonstrated the community’s concern for uncertain financial liabilities and impact on future home prices. Previous Board members did not have the insight of how their actions or perceived positions created the divisiveness within the community. Past performance demonstrates their positions on various issues which is a reasonable concern in the current election.

The upcoming strategic plan will provide fresh updated data for planning the future of ArrowCreek. New board members are an attribute to ArrowCreek. Their unbiased positions and concerns for setting a path is a asset for ArrowCreek to reach its potential as a premier community. This includes working with the Club and Community at large to remove barriers and create a common set of objectives, with the potential result being stable or hopefully improved home prices. Wounds and feelings run deep. Community members with Board leadership must be willing to recognize the need to set aside the bitterness and implement a plan that will reflect a quality of life for all ArrowCreek residents to enjoy.

The slate of Roger Sheppard, Ron Duncan and Carlos Mejia Jr appreciate your support and vote. We are committed to representing the best interests of our ArrowCreek Community.

War of Words

It is interesting to note the website for ACT: A Community Team does apparently not include everyone in the community or what they have to say. None of the posts expressing opposition to ACT beliefs on AC 411 can be found on ACT. On the AC411 site there has been a battle about who speaks the truth and who does not, and whose opinion is the right one and whose is wrong. I believe we have to learn how to agree respectfully to disagree, because of the basic set up of our community. We are a not-for-profit community surrounding a separate for profit entity: the golf course. While we share many common interests, our interests may also be conflicting at times.

I think the root of the problem is the concept of conflict of interest. – Not so much in the monetary or financial sense perhaps, but personal relationships and affiliations also create conflict of interest that can compromise our impartiality, objectivity, and judgment. This obstacle is hard to overcome because even the perception of conflict of interest can be caustic. To my knowledge, there is no clear definition of conflict of interest and how to avoid it established in our governing documents. Such a guideline can perhaps help resolve the distrust that seems to exist within our community – between residents and elected/appointed representatives and board candidates – so that we can work towards compromise and mutually beneficial solutions. We owe each other this discussion to stop this ongoing war of words and avoid it in the future.

Track Records

The best predictor of future behavior is past behavior. The examples summarized in the “A current perspective on ArrowCreek” posting, reflect the actions of several of the incumbent board candidates as witnessed and experienced by several residents at board and committee meetings, the golf club, and the pickle ball court. We live in a democracy, and we respect the right of others to call the information “horse manure,” “BS,” nonproductive naysaying, or untruthful. We have the right and obligation to report information as the truth – verified by several homeowners and with security personnel (*see below). Residents are free to decide for themselves how to make use of that information when they execute their right to vote.

Actions speak louder than words. The issue is not golf or pickle ball. What is important to see is the principle behind the actions taken. If you have a candidate running for reelection claiming to be a representative of all, but shows a track record of:

-Deciding to pursue an objective that the candidate was not elected for while disregarding growing opposition to his/her views for more than 2 years and while causing the polarization of her constituency (Claiming to be a mere ‘volunteer’ and not responsible to owner constituents)

-Ignoring the wishes of his/her constituents expressed in a democratically performed demographic poll sponsored by the very Board he/she was a part of while

-Jumping into action and on the bandwagon of a special interest group

then, in our opinion, the actions of that candidate show a pattern of tunnel vision, exclusivity, favoritism, and self-interest, and his/her words are exposed as mere rhetoric. Residents can decide if such a candidate should be their representative.

1) The various golf club/golf course purchase options vigorously pursued by Seelen/Rakusin absolutely would have raised HOA fees to $300 and above and required special assessments. Check the HOA board meeting minutes, briefings, and do the math. Experienced and witnessed.

2) Six residents spoke at the social committee meeting in June objecting to the conversion of the 4th tennis court to pickle ball courts and taking away an established amenity. Residents raised other concerns about the signature list that was not vetted, that we do not have any data regarding the percentage of residents in favor of pickle ball, while we do have data from the demographic study, actually ranking PB as the sixth and last choice of what owners want to see in AC. These points were absolutely left out in the report to the board. Experienced and witnessed.

3) Security absolutely went to the pickle ball court telling the organizer the unauthorized tournament, that they had no prior notification for, could not go on/had to stop. Check with the Chief of Security. Experienced and witnessed.

Same Behaviors, Different Motives? Evil Postcard Brings Out the Worst Yet

Editor’s Note: ArrowCreek411 refused to post this yesterday. Joyce is attacking the wrong people. Of course, ACT already posted her objection because they don’t allow any opposition comments to be posted. So ArrowCreek411 is forced to post this so the comments can be aired. The three independent non-golf candidates are not creating this mess. There are other ArrowCreek residents not happy with the behavior of some of the ArrowCreek club members or those running for office who are affiliated with the club. Attacking Ron, Carlos and Roger in this way puts Joyce, Paul, Gretchen, Betsy, Tim and ACT in the same gooey mud with the ones who are responsible for that postcard. This is Trump behavior all over again. If these three candidates do win over the popular vote, it may be the first time since ArrowCreek existed that the golf club did not have dominant control of the ACHOA board. Is that what is at stake here?

Ron did not call Joyce or Robin a witch unless they were among the women walking the neighborhoods calling him names and associating all the bad press to him, spreading more rumors and lies – because he is not the one responsible for any of it. Ron has explained time and time again that he is not against the golf club. He is against the ArrowCreek HOA owning it but that is not a current issue. Are the golfers slamming him so hard because they DID have a secret plan to try again?

None of the non-golf member ACHOA Board candidates are responsible for the post cards received recently nor for the so called ‘anonymous’ postings that Joyce, Paul, Gretchen, Betsy, Tim and ACT keep touting Ron and the other two non-golf club member candidates are behind over and over again, behaving with the very type of behavior and spreading the very type of lies they are supposedly against. The four club-affiliated ACHOA Board candidates have not disavowed the demeaning comments of ACT nor the people walking the neighborhoods and yet they expect the three independent candidates to disavow a postcard they had nothing to do with. What is the difference in behavior?

Here is Joyce’s text:

My name is Joyce Seelen. We just received a postcard “Prepared by Better Friends of ArrowCreek”. An anonymous individual or group that evidently, does not want us to know who they are. I, along with other candidates running for the Board (Rakusin, Krisch & Liebman) were criticized, by name, with false allegations and innuendos to which I respond here. It is sad that vitriolic anonymous postcards now join the innuendo that has been posted on line for days.

It is not true that I am a member of the FOA. I and the others listed honestly signed that information our “Candidates Statement”. The notion that I, or anyone else of whom I am aware, am trying to sell the golf course to the homeowners is false. I do not own any part of the golf course to sell. The people who keep claiming and insinuating to the contrary clearly have too much time — and too little information — on their hands.

I am a member of the Club at ArrowCreek. I love the joy and the friendships (mostly with ArrowCreek residents) that I’ve forged there. I honor the idea of the homeowners and the independent Club working together to forge a spectacular community. As a Board member, I’ve worked as a Board Liaison to the Club to try to find ways for the organizations to work together for the benefit of this community. We’re currently working on reducing the weeds and cheat grass that could fuel fires. I cherish honesty. I want no part of the “Better Friends” who send anonymous postcards and post anonymous allegations on line– both filled with false “fact” and innuendo.
For being a female member of the Club at Arrow Creek, I and other women have been labeled by Ron Duncan in a recent post as “witches”. I did not respond to the claim earlier because, if anyone has seen me early in the morning, the contention could have some merit. However, it has no merit concerning the other women I’ve met.

There are several claims by Mr. Duncan that I’ve left untouched because I didn’t want to engage in this fight with a neighbor. Clearly he and his running mates have no such reluctance. They are leading an “anti-golf course” charge that makes no sense and threatens to devalue all of the homes in ArrowCreek. This is what Mr. Duncan has written recently: He claims as “fact” that this is not a golf community. He says it is a community that “unfortunately” has a golf course running through it. Clearly he would like to see the golf course fail. In addition, he asked the Board to “suspend” the right of residents to play Pickleball based on rumor that someone was selling rights to use our courts throughout “Truckee Meadows” for $50. When I asked Mr. Duncan for his source of the rumor so that I could track it down, he refused to “divulge” his “sources.” So I spent 2 days tracking down rumors which were, as nearly as I can tell, totally false. Several Pickle ballers did get together and form a group that purchased matching shirts and balls for $50. The substance behind the rumor was that grown people were willing to pay $50 to wear matching shirts and buy balls to play pickleball for only one reason – It was fun.

The attacks on candidates other than their chosen three, Mejia, Sheppard and Duncan, whether anonymous or signed by Mr. Duncan, share a common thread: They claim that the motives of anyone who is a member of the Club at ArrowCreek, are suspect. By the way, my broom is warm and ready to ride. I am also going to try to post this response to the 411 website today.

Facts and Truth, the Whole Truth and Nothing but the Truth

The witches of the club were truly busy concocting ‘stories’ of the evil my candidacy brings to the ACHOA Board this past weekend. Hopefully the below truths will blow away their evil spirits.

First Truth: I am NOT nor have I ever been, nor will I ever be the Web Master of arrowcreek411. I submit articles, just like everyone else, and the web master adjudicates whether or not they are worthy of ArrowCreek COMMUNITY attention.

Second Truth: The CNA logo, of people connecting to people, was first used, and developed by CNA, on a mailing in January 2015. Long before there was a glimmer of an outfit known as ACT. So, it would appear that the ACT organization lacks the creative flair to put something unique in front of the community.

Third Truth: I have absolutely advocated for people with time and interest to join The Club at ArrowCreek or become an investor in the Friends of ArrowCreek. At the bottom of my monthly articles there is a statement of that fact. Fourth Truth: I have never advocated for an increase in our home owner dues. I have indeed made observations and suggestions regarding our budget priorities and the fact that the appropriate committees continue to use ‘surplus funds’ from one year to cover shortfalls in the coming year. At some point you run out of such funds and are forced to raise dues. Is it a disservice for the postponement?

Fifth Truth: The ‘vision’ I have advocated aligns with the original developer’s vision, which is still in force in our community. Is it outdated? The recently commissioned Strategic Plan Study, that was proposed by members of CNA via the Administrative Committee and adopted by the ACHOA Board of Directors, will determine if that ‘plan’ is outdated or should be updated to reflect current community interests. I fully support that process.

Sixth Truth: ArrowCreek consists of 1086 lots, PERIOD. About one-third of those lots lie on the periphery of the Non-residential area, a.k.a. the ArrowCreek Golf Course. In addition, about 20 to 25 percent of the owners of ArrowCreek lots belong, are dues paying members, of The Golf Club. That certainly does not constitute a majority of the owners. It does imply that, like the study done by the ACHOA Board of Directors a year and a half ago, the majority of owners do not consider ArrowCreek to be a ‘golf community.’ I am one who believes in the majority rules concept and further believe that it hurts our community values to narrowly focus on one aspect of the community over others.

 So, if there are other areas that need to have the light of day shed upon them to banish conjured ghosts and goblins. PLEASE LET ME KNOW!

A Current Perspective of ArrowCreek

 
IF you want candidates who implement YOUR vision of the community, and

Not the FOA’s/golf club owners’, and golf club members’ plan.

Not Al Liebman’s plan who wanted us to own all of it: the golf courses and the club house. 

Not John Krisch’s plan who originally voted NO on the golf club purchase, but whose allegiance is anyone’s guess now that he officially has become a club member.

Not Robin Rakusin’s and Joyce Seelen’s plan, both golf club members, who

· For more than 2 years did everything they could to have you, ArrowCreek residents, buy the dirt of the  golf course that the owners, members and their guests get to play on!  Fact.

· Had no concerns about potentially raising the HOA fees to more than $300 or $400/month and ask for special assessments to pay for it. Fact.  

Their vision of YOU pay/THEY and their friends play goes on.

· They were cheerleaders for the pickle ball course.  Any resident, including resident golf club members, can invite outside guests to play and use our facilities.  The leader of the pickle ball club, a golf club member, said at a board meeting: “I can invite as many guests as I want! Fact.

· Per eye witness reports, signatures for the pickle ball court were collected at a table at the club house.  Fact.

· The Social Committee, mostly golf club members, when presenting their recommendation to the HOA board, excluded voices in opposition.  Fact.

· The pickle ball leader also organized a pickle ball tournament with over 20 non-resident participants without obtaining proper approval.  Security put an end to that. Fact.  

The FOA/ACT site claims their candidates have “independence.”  In a post to fellow golf club members, signed by “A Community Team– aka ACT”, Tim Bailey says: I would like candidates on the Board of the ACHOA who are in favor of working with “The Club at ArrowCreek” as good neighbors. We live in the same community and “we depend on each other.”

Nobody disagrees that we need to work with each other for the benefit of all. However, this vision of “dependence” creates the potential for conflict of interest for the FOA/ACT endorsed candidates, because the FOA/ACT  candidates all are members and have other strong affiliations with the golf club.  The interests of the golf club will not always be congruent with the interests of the community at large.

The FOA/ACT site claims that at this juncture, our community needs the experience of their candidates.  They drove the cart into the ditch! – Deeply dividing our community. We need a new set of eyes, and new ideas.

Unless you really believe a leopard can change its spots, please vote for: Ron Duncan, Roger Sheppard, and Carlos Mejia.
